About this file
This is a Question and Answer document from a mandatory pre-bid conference for the Illinois Department of Mental Health's Elgin Mental Health Center, addressing vendor inquiries regarding water damage and mold remediation services for the Old FTP One South building. The project encompasses approximately 3,900 square feet of remediation work resulting from roof leaks caused by raccoon damage and sprinkler system failure. The mandatory pre-bid conference was held on August 4, 2026, at 10:00 a.m., with proposals due August 7, 2026. Key clarifications from the conference include confirmation that air clearance testing is not required due to the building's unoccupancy, water and electricity are available on site, minor demolition will be performed as necessary, and the project start date will be scheduled following completion of roof repairs. Vendors are permitted to request a fire exit map, which will be provided upon receipt of mold testing results.
The bid has been extended to allow Elgin Mental Health Center to obtain mold testing results prior to award. The winning vendor must self-perform 100 percent of the work with no subcontracting permitted and must comply with IICRC standards (S500 and S520), Illinois regulations, and local building codes. Comprehensive scope requirements include onsite assessment, containment establishment, water extraction, air movement and dehumidification, debris removal and disposal, HEPA vacuuming, removal of mold-infected materials, and antimicrobial treatment. Vendors must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, comply with facility security protocols and traffic regulations, and perform daily safety and security cleanup. All labor, materials, equipment, testing, and disposal services are vendor-supplied. The contract may be funded partially or wholly with federal funds, with questions directed to Chief Engineer Brad Carroll.
