About this opportunity

The Illinois Department of Mental Health is requesting quotes for 53 magnetic doors for the Alton Mental Health Center under small purchase requisition 27-444DHS-MENTH-B-53471, with quotes due July 31, 2026. The procurement is subject to Illinois standard certifications (Version 26.2) and standard terms and conditions (Version 23.2), which impose mandatory compliance across 34 certification requirements including legal entity authorization, absence of criminal convictions, environmental and workplace safety compliance, non-delinquency on state debt, Illinois Use Tax remittance, drug-free workplace standards, cybersecurity directives, and political contribution restrictions. False certifications expose vendors to contract voidance, suspension, debarment, civil fines, and criminal penalties under the Illinois False Claims Act.

The scope comprises 53 suicide-prevention doors: 21 doors at 36 inches by 58 inches for 3-foot openings and 32 doors at 24 inches by 58 inches for 2-foot openings. Doors must be Kennon 2.0 or equivalent, gray with gray trim, constructed from soft non-PP foam core material that is lightweight, flexible, water-resistant, and incapable of being rolled up and weaponized. All doors must meet ASTM E84 Class A rating and NFPA-286 certification. Safe-edge threading is required. Mounting hardware must be breakaway military-grade and included with the doors. Doors must be cleanable with soap and water. Installation is performed in-house by the facility. Bidders must submit specification sheets and bear the burden of proof that proposed products meet stated specifications. All quotes must include shipping and freight. Contract terms include general commercial liability insurance of $1 million per occurrence, workers' compensation as required by law, and payment under the Illinois Prompt Payment Act; contracts over $1,000 may be subject to a $15 Minority Contractor Initiative fee deductible from the first check. Prevailing wage requirements apply where applicable under Illinois Department of Labor determination.
