About this opportunity

The Illinois Department of Mental Health is requesting quotes for electrical outlet installation at the Alden Mental Health Center (AMHC) under solicitation B-53431, with quotes due August 10, 2026. Prevailing wage compliance under the Illinois Prevailing Wage Act is mandatory; all laborers must be paid at rates set by the Illinois Department of Labor for the county where work is performed, and bidders must certify compliance or the bid will be non-responsive.

The scope covers installation of 41 new electrical outlets: 34 on the first floor (south-east and south-west areas including dental, barber shop, intake, and rehab/activities rooms) and 7 on the second floor in Suite 280 laundry suite. The vendor must supply and install conduit, wire mold, 12-gauge wiring with ground, hospital-grade 20-amp outlets, and white covers; run conduit from existing electrical panels with an estimated longest horizontal run of 90 feet; install new breakers as needed; label outlets on the electrical panel directory; and verify wiring, voltage, and grounding at each outlet. All work must comply with NFPA 70 and applicable state and federal codes. The vendor has discretion to propose an electrical sub-panel if existing power sources prove labor-intensive. Available power sources include panels in first-floor electrical room 130 and the basement HVAC mechanical room. No retention testing is required. Retention testing is not required as outlets are not in patient care rooms.

Vendors must maintain Commercial General Liability insurance of $1 million per occurrence / $2 million aggregate, Auto Liability of $1 million per occurrence, and Workers' Compensation Insurance as required by law. The State retains ownership of all work products and reserves the right to terminate for convenience with 30 days' notice. A pre-conference Q&A was held August 4, 2026. Standard Illinois certifications covering legal entity status, drug-free workplace, equal employment opportunity, environmental compliance, and cybersecurity standards apply.
