Lease pricing must include full-coverage maintenance, preventative maintenance, all service calls, and replacement of worn or defective parts, with factory-authorized personnel required for all maintenance and an inventory of routine replacement parts to be maintained for a minimum of five years from equipment placement. The vendor must respond to maintenance calls within 48 hours and restore equipment to operational status within 48 hours or provide loaner equipment at no cost. Bids must be submitted electronically through BidBuy by the deadline of March 4, 2026, and all required documentation including Vendor Disclosure or IPG Active Registered Vendor Disclosure, an Offer to the State of Illinois, and applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans must accompany the submission. Written questions regarding the solicitation must be submitted no later than 5:00 p.m. on February 26, 2026, and the State reserves the right to hold a Pre-Submission Conference with attendance requirements noted on the BidBuy posting.
There are no small business, minority-owned, women-owned, persons with disabilities-owned, or veteran-owned business set-asides indicated for this procurement, meaning all business entities meeting the technical and insurance requirements are eligible to bid. The contract requires vendors to maintain General Commercial Liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Worker's Compensation insurance as required by law. The State will award the contract to the lowest priced responsive and responsible bidder whose bid meets all specified criteria, with no bid bond or performance bond required. The specific maximum contract value will be determined by the State prior to execution, though the actual award value is not disclosed in the solicitation materials. The resulting contract may be partially or totally funded with Federal funds, and the percentage of Federal funding and dollar amount will be disclosed upon notice of award. The State retains the right to terminate the contract for cause immediately or for convenience with thirty days' written notice.
