About this opportunity
The Illinois Department of Human Services is seeking bids for maintenance, repairs, electrical testing, and lighting upgrades on three high-mast lighting poles at Chester Mental Health Center, 1315 Lehmen Drive, Chester, Illinois, under a Small Business Set-Aside Program procurement with bids due October 19, 2026. This is a restrictive set-aside available to Small Business Set-Aside Program vendors only.
The scope includes removal of 8 small 500-watt halogen fixtures and 28 large metal halide fixtures, replacement of the large fixtures with new low-voltage LED fixtures meeting minimum 30,000-lumens output at 200–240W, 4000K–5000K color temperature, IP65 rating, and 277/480V compatibility, replacement of a burnt 480V power plug on Pole #1 with a specified Meltric Corporation model, megger testing on all three poles, and complete documentation of findings and corrective actions. The prime contractor must perform a minimum of 51 percent of all work on-site with its own organization, verified through Illinois Department of Labor Certified Payroll Reports and facility visitor logs; failure to meet this self-performance requirement constitutes material breach and grounds for immediate termination.
Prevailing wage requirements apply under 820 ILCS 130/4 and 30 ILCS 500/25-60, with vendors required to pay rates published by the Illinois Department of Labor. During periods of excessive unemployment (any month following two consecutive months when Illinois unemployment exceeds 5%), vendors must employ at least 90% Illinois laborers; exceptions require demonstration that qualified Illinois laborers are unavailable or incapable, submitted within the first contract quarter for agency approval. General Commercial Liability insurance of $1 million per occurrence with $2 million annual aggregate, Auto Liability of $1 million per occurrence, and Workers' Compensation Insurance as required by law are mandatory, with the State named as additional insured.
The contract term runs from final execution through June 30, 2027. Work is restricted to Monday through Friday, 7:00 a.m. to 4:00 p.m., excluding state holidays and weekends, with one day advance scheduling required for daily work and one week advance notice before project start. A mandatory pre-bid meeting is required for all bidding contractors. Vendors must hold an active Illinois Procurement Gateway registration and valid State Vendor Registration Number. Contract price is firm with no expenses allowed; the maximum amount will be determined by the State prior to contract execution.
