About this opportunity
The Illinois Department of Mental Health is soliciting bids for fire alarm system inspections (fiscal years 2027–2029) and smoke/damper inspections (fiscal year 2028) under a small purchase with sole source conditions, with proposals due June 24, 2026.
The procurement carries a sole source intent, which filters competition. Vendors must comply with 30 ILCS 500/50–90 certification requirements throughout the contract term and any renewals, with compliance extending to all subcontractors. The standard Illinois certifications form imposes 34 distinct eligibility requirements, including prohibitions against educational loan defaults, felony convictions, environmental violations, bid rigging, and international boycotts; compliance with drug-free workplace and equal employment opportunity provisions; Illinois information technology accessibility standards; cybersecurity directives; and employment posting requirements through IllinoisJobLink.com. False certifications expose vendors to contract voidance, suspension, debarment, civil fines, criminal penalties, and liability under the Illinois False Claims Act.
The scope encompasses fire alarm system inspections requiring diagnostic examinations of accessible peripheral devices with advance scheduling, documentation of device locations with system addresses or zone designations, test results with voltage readings, and notation of discrepancies. Damper inspection services follow NFPA 105 2010 and NFPA 80 2010 standards, including locating and actuating dampers, removing and resetting fusible links, clearing debris, coordinating with customer representatives and local fire departments, and manually activating electric and pneumatic actuators. The contractor must install appropriately sized access doors where existing access is unavailable, with costs charged against a repair contingency fund. Battery replacement for wireless devices and printed inspection reports ($5.00 per page) are excluded from or charged separately.
Vendors must maintain $1,000,000 per occurrence and $2,000,000 annual aggregate general commercial liability insurance naming the State as additionally insured, maintain records for three years from final payment (five years if federal funds apply), obtain prior written approval before using subcontractors, and comply with prevailing wage requirements via the Illinois Department of Labor at 217-782-6262. Payment follows the State Prompt Payment Act with invoicing deadlines of July 31 for work completed through June 30. The State retains all intellectual property rights and reserves the right to terminate for convenience with thirty days' written notice.
