The vendor must provide a complete turnkey package with all shipping, delivery, and associated costs included in the total quote and must deliver to 30 Emerson Avenue, Gloucester, Massachusetts by March 2027. Comprehensive proposals must include detailed vessel descriptions with manufacturer specifications, spec sheets, photographs, technical drawings, complete warranty information for the vessel and all major components, vendor experience with similar vessels, and a detailed cost breakdown.

The estimated procurement value is $240,000. The contract duration is one year with no renewal options. The apparent successful bidder is estimated to be notified October 22, 2026, with an estimated contract start date of October 23, 2026.

Evaluation is weighted as compliance with required specifications (50 points), delivery and warranty reliability (20 points), vendor experience (15 points), and price (15 points). Vendors must comply with Executive Order 515 regarding environmentally preferable products. Navigation and electronic equipment will be procured separately.
