About this file

This is an evaluation criteria document issued by the Commonwealth of Massachusetts Division of Marine Fisheries for RFR 26037 regarding the procurement of a center console research vessel. The solicitation requires bidders to submit responsive proposals that meet all submission requirements outlined in section 8 of the RFR, which details contract performance and business specifications including design, dimensions, materials, and structural requirements. Bidders must adhere to the Commonwealth of Massachusetts Standard Terms and Conditions and execute required state forms upon contract award. The procurement management team will evaluate all compliant proposals, score them according to established criteria, and make a final recommendation based on the totaled points from each evaluation section.

The evaluation utilizes a 100-point scoring matrix that weights compliance with required specifications most heavily at 50 points, followed by delivery and warranty reliability at 20 points, vendor experience at 15 points, and price at 15 points. For compliance scoring, bids receiving full points must meet or exceed all required specifications, while deficiencies result in proportionally reduced scores down to 0-19 points for non-responsive bids. Price evaluation awards full points to the lowest bidder, with subsequent scores reduced by the percentage their pricing exceeds the best price offered. Vendor experience scoring differentiates between bidders with less than 5 years of experience (5 points), 6-10 years with successful comparable projects (10 points), and more than 10 years with extensive projects and strong references (15 points). Delivery evaluation assesses the bidder's ability to meet required manufacturer and delivery schedules, warranty coverage, and reliability of major components.
