About this opportunity

West Virginia's Department of Administration Purchasing Division is soliciting quotes on behalf of the Department of Environmental Protection's Division of Land Restoration (WVDEP-DLR) for 40 portable Starlink Mini satellite internet terminals, or equal, with service plans, under CRFQ DEP2700000006. Questions are due November 6, 2026 at 4:00 PM ET, and bids open November 17, 2026 at 1:30 PM ET. The solicitation establishes an open-end master agreement. Equal alternates are permitted: vendors may bid other models or brands if they submit manufacturer specifications and documentation demonstrating equivalency. Award goes to the lowest overall total cost among offers meeting the required specifications.

The solicitation requests pricing for 40 all-in-one terminals with integrated WiFi, one-time activation fees, and per-unit setup fees covering modem configuration and server setup, with hardware installation performed by the Agency. Pricing also covers per-unit shipping and handling, a Business Data Service Plan with a minimum of 50 gigabytes per unit monthly, and annual satellite internet technical support per kit. Bidders price 40 units for one month. Equipment must meet an IP54 ingress protection rating, an operating range of -20C to +50C, multiple power supply options, and a 24-month limited warranty. The service plan must deliver minimum download speeds of 100 Mbps and upload speeds of 10 Mbps, latency under 60 milliseconds, and 24/7 technical support with a four-hour response time. When monthly data is exceeded, speeds must throttle to 1 Mbps without overage charges. Vendors must carry commercial general liability insurance of at least $1 million per occurrence. Delivery is required within five working days of purchase order receipt to Charleston, West Virginia.

The initial term is one year, with up to three successive one-year renewals. Automatic renewal is prohibited. Vendors must complete pricing pages electronically through wvOASIS. Invoices are consolidated monthly and sent by email to depdlrprocurement@wv.gov, and invoicing and shipping are directed to the DEP Office of AML&R at 601 57th Street SE, Charleston. The contracting officer is Joseph (Josh) E. Hager III, reachable at (304) 558-2306 or joseph.e.hageriii@wv.gov. The opportunity is tagged to Kanawha County.
