About this opportunity

The Pennsylvania Department of Labor and Industry (DLI) is seeking multiple contractors to provide supplemental on-site and off-site document destruction (shredding) services for its regional offices through solicitation #6100058917. The primary objective is to establish backup shredding capabilities when the statewide contractor cannot perform required services. Contractors must provide all necessary labor, equipment, materials, supplies, and transportation to complete document destruction services, with specific requirements including secure storage, shredding documents to a minimum of 1/4 inch, and providing Certificates of Destruction. Bidders must submit a comprehensive security plan to ensure confidentiality, and DLI reserves the right to inspect contractor facilities. Key submission and question deadlines include: questions must be submitted via email by July 21, 2023, at 3:00 PM, with all answers posted on www.emarketplace.state.pa.us; proposal submissions are due by August 18, 2023, at 1:00 PM ET. Evaluation will focus on responsiveness, ability to meet security requirements, and compliance with specified shredding standards.

The solicitation encourages participation from Department of General Services (DGS) Certified Small Businesses, who must submit their certification with their bid. Bidders may submit proposals for specific counties, and subcontractors are permitted with prior approval. The solicitation notes two incumbent providers, though their identities are not disclosed. There is no guaranteed minimum work volume, and pricing will be based on per-unit costs, with the Commonwealth's Purchasing Card potentially used for single events and blanket purchase orders for recurring services. The contract term is five years with potential extensions, and contractors will be expected to provide their own bins for document collection. While specific award values are not explicitly stated, the contract is designed to be a flexible, multi-vendor arrangement that allows DLI to quickly secure document destruction services across its regional offices when standard providers are unavailable.
