About this opportunity
The Illinois State Police is requesting bids for THC/CBD testing kits under IFB 27-493ISP-ADMIN-B-54559, with bids due November 12, 2026 and a non-mandatory pre-bid conference via WebEx on October 28 at 11:00 a.m. CST. The procurement carries a Business Enterprise Program (BEP) goal of 9% participation for businesses owned and controlled by minorities, women, and persons with disabilities; failure to submit a completed BEP Utilization Plan renders the bid non-responsive.
The scope is as-needed field-testing kits capable of differentiating between Cannabidiol (CBD) and Tetrahydrocannabinol (THC) across hemp, hemp-derived products, CBD products, marijuana, edibles, vape pens, hash oils, and related materials. Kits must include a companion mobile application (available at no cost on Android and Apple devices) that performs presumptive THC-concentration determination, indicates whether results exceed the 0.3% legal limit, saves test outcomes with notes, pictures, timestamps, and GPS/map location data, and automatically generates secure PDF reports shareable via email or text. Orders must be fulfilled within 45 days of purchase order receipt. All pricing must include shipping and handling and remain firm throughout the three-year contract term.
Deliveries are accepted Monday through Friday, 8:30 a.m. to 4:00 p.m. CST at the Illinois State Police facility, 801 S. 7th Street, Springfield, Illinois 62703. Vendors must maintain general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate. Subcontractors are permitted if they meet State requirements. All work products and intellectual property become the sole property of the State.
The State will award to the lowest priced responsive and responsible bidder. Bids must be submitted electronically through BidBuy and remain firm for 90 days from opening. Vendors must affirmatively declare that proposed products are manufactured in the United States and may claim Illinois Business Preference and Domestic Product Preference. Contract pricing is estimated, with the maximum amount to be entered by the State prior to execution. No bid or performance bond is required. The resulting contract may be partially or wholly funded with Federal funds, with the percentage disclosed upon notice of award. Vendors must pay a $15 administrative fee for the Minority Contractor Opportunity Initiative if the contract value exceeds $1,000.
