About this opportunity

The Illinois Department of Information Technology is requesting quotations for fiber-based point-to-point metro-ethernet transport service to provide wide area network connectivity between the Department of Juvenile Justice facility at Fairview Heights and Illinois Century Network Points of Presence sites, with proposals due September 17, 2026.

The scope is last-mile fiber metro-ethernet service (copper and wireless are explicitly not acceptable) delivering bandwidth speeds between 100 megabits and 1 gigabit per second as designated per site, with 99.98% availability based on a 30-day average and guaranteed synchronous bandwidth. Service must operate 24 hours per day, 7 days per week, 365 days per year. Vendors are responsible for determining the appropriate Z-end ICN POP location and delivering service inside the building to a DoIT-designated telecom room at both A and Z end locations, with service terminating on vendor-provided equipment. The Fairview Heights site is located at 13 Executive Drive, Fairview Heights, Illinois 62208; 15 designated ICN POP sites across Illinois serve as potential Z-end connection points spanning locations in Springfield, Chicago, Normal, Champaign, Carbondale, and regional centers throughout the state.

All submissions must be entered electronically into BidBuy. Bidders must complete all option line items for additional bandwidth tiers to be considered responsive, though options will not factor into award determination except for tie-breaking. Award is based on total cost of ownership, calculated as monthly recurring charge multiplied by service term plus non-recurring installation costs per site. All pricing must be all-inclusive and final with no additional taxes, fees, surcharges, or pass-through charges permitted after award, including regulatory recovery fees, universal service fees, or telecommunications-related surcharges. If a bidder holds an existing Illinois Department of Innovation and Technology contract executed within the prior twelve months for similar products or services, the negotiated terms and conditions automatically apply to this solicitation without further negotiation.
