About this opportunity
The Florida Department of Transportation (FDOT) District Four is seeking competitive proposals for Districtwide Title Search and Examination Services through a Request for Proposal (RFP) released on September 20, 2024. The procurement aims to select a qualified vendor to provide comprehensive title search and examination services across multiple counties including Broward, Palm Beach, Martin, St. Lucie, and Indian River. The selected vendor must perform various title-related services such as certified title search reports, updated title reports, ownership reports, right-of-way reports, and specific purpose reports within strict timeframes ranging from 7 to 30 calendar days. Proposers must have a minimum of 10 years of experience in title search services and must employ either an active Florida licensed attorney practicing in real property or an active Florida licensed title agent. The evaluation will be based on a comprehensive scoring system: 100 points for technical proposals (40 points for prior experience/qualifications, 40 points for technical plan, and 20 points for quality control plan) and an additional 43 points for price proposals. Key dates include technical and price proposals due on November 5, 2024, with technical proposal opening at 11:00 AM, a public selection meeting for technical scores on December 9, 2024, and an intended award announcement on December 16, 2024.
The FDOT encourages participation from Disadvantaged Business Enterprises (DBEs) and will give preference to veteran-owned businesses and firms with drug-free workplace programs in cases of equal proposal scores. Out-of-state corporations must be authorized to do business in Florida and all bidders must be registered in the State of Florida's MyFloridaMarketplace system. No performance bond is required for this project, and vendors with existing district-wide title search contracts are ineligible to bid. The contract will utilize FDOT's District 4 Abstracting Services (D4ABS) electronic web-based title report database software for all report submissions and processing. The total maximum budgetary amount for this contract is $1,150,000, with $220,000 currently approved and encumbered. Payments will be subject to a MyFloridaMarketplace Transaction Fee, and the contract term is set for five years from January 17, 2025, through January 16, 2030, with potential renewal for up to three additional years. The contract will be awarded to the responsive and responsible proposer with the highest cumulative total points, emphasizing both technical expertise and competitive pricing.
