About this file

This Q&A document is from the Florida Department of Transportation (FDOT) District Four regarding RFP #DOT-RFP-25-4002-CO for District Wide Title Search and Examination Services. The RFP opening date is November 5, 2024. The document addresses three questions about expected monthly report volumes and previous vendor challenges. FDOT indicates they expect approximately 20-30 reports per month, primarily types 4.1 and 4.2, though no specific volume is guaranteed.

The document outlines key challenges previous vendors have faced, including: accessing and completing back-to-patent research, court case research access, maintaining required communications with FDOT regarding delivery status and timeline updates, handling multiple chains of title history in arms-length transactions, and properly managing the discovery and reporting of contiguous properties. Vendors must acknowledge receipt of this Q&A document by submitting it with their bid to D4.Purch@dot.state.fl.us before the proposal opening, with failure to do so potentially resulting in disqualification.

RE: RFP #: DOT-RFP-25-4002-CO

RFP TITLE: DISTRICT WIDE TITLE SEARCH AND EXAMINATION SERVICES FOR FLORIDA

DEPARTMENT OF TRANSPORTATION – DISTRICT FOUR

OPENING DATE: 11/05/2024

Notice is hereby given of the following answers to questions listed below:

# Questions Answers

1.

For each of the report types listed in Sections 4.1-4.6 of Exhibit A-Scope of Services, how many reports per month are expected to be ordered from the winning vendor?

None guaranteed. Average approx. 20-30 mostly 4.1 & 4.2

2.

For clarity, I understand that up to 10 reports per month may be required - but, I am wanting to know a) if you can share an expected monthly average with us, and b) if the winning vendor would be required to produce up to 10 of each type of report or 10 reports total regardless of type.

None guaranteed. Average approx. 20-30 mostly 4.1 & 4.2 varies based on FDOT project demands.

3.

Can you describe some of the challenges that previous title search vendors for District 4 title search projects have experienced?

Accessing and fulfilling back to patent research. Court case research access. Required communications with FDOT as to status of delivery in relation to target date and/or communications if additional work is required or needed to complete the request. For instance, arms lengths transactions for subject property may have multiple prior “chains of title history” to arrive at today’s entire property. Vendor is expected to contact FDOT Manager of this contract to communicate and provide evidence and request additional funds accordingly. Another may be communications as to the discovery of unrealized contiguous properties and the expectation is to contact FDOT Manager of this contract to determine if those contiguous properties should or should not be included in delivery of Title information requested.

Bidders must acknowledge receipt of this document by completing and returning to the Procurement Office with their Bid via email at D4.Purch@dot.state.fl.us , by no later than the time and date of the proposal opening. Failure to do so may subject the Bidder to disqualification.
