About this opportunity

Chippewa Valley Schools in Clinton Township, Michigan is requesting proposals for district-wide fire alarm services across 26 school facilities under RFP 2.2627, with sealed bids due July 15, 2026 at 11:00 a.m. — a same-day deadline as of the posting date. The awardee must be a licensed, factory-trained, and authorized or certified fire alarm contractor for EST and Gamewell Fire Alarm Systems and must comply with all National Fire Protection Association codes and standards.

The scope encompasses panel inspections, repairs, and preventive and emergency service across the district. Addendum #2, issued July 14, specifies approximately 975 alarm devices, 900 general alarms, 607 keypads, 92 heat detectors, 91 monitor devices, 61 pull stations, and additional CO/smoke combination detectors, duct detectors, water flow switches, and other components distributed across 23 buildings plus administrative locations, high school stadiums, and a building trades facility. Seneca and Wyandot facilities include supervisory fire pumps with loss-of-power and phase-reversal monitoring.

Pricing must be submitted on a lump-sum basis for fire alarm panel inspections at each facility, with separate hourly rates for straight-time and overtime or premium repair services, and a cost-plus percentage for parts and materials. The contract is requirements-based with no guaranteed annual volume. The initial term runs August 1, 2026 through July 31, 2027, with options for five additional one-year renewal periods by mutual agreement. Price increases on renewals are limited to the lower of the U.S. Bureau of Labor Statistics Employment Cost Index for the most recent six-month period or five percent.

The vendor must carry commercial general liability insurance of $1,000,000 per occurrence / $2,000,000 aggregate, business automobile liability of $1,000,000 combined single limit, professional errors and omissions insurance of $1,000,000, and an umbrella policy of $4,000,000. Chippewa Valley Schools reserves the right to award to a single vendor, split the award among multiple vendors, or make no award, selecting the proposal offering the best overall value. Two voluntary alternates are offered: roll-up door inspections and an internet reporting system with barcode scanning capability. All proposals must remain firm for 90 days from bid opening. Bidders must submit notarized Iran-linked business disclosure and familial relationship affidavits, among other required documentation. Questions were due July 6, 2026 at 4:00 p.m. Board award approval is expected in August 2026.
