About this file
This Request for Proposal (RFP) issued by Chippewa Valley Schools in Clinton Township, Michigan, seeks a responsive and responsible vendor to provide district-wide fire alarm services, including panel inspections, repairs, and service across 26 school facilities and administrative locations. The services must comply with all National Fire Protection Association (NFPA) codes and standards and be performed by licensed, factory-trained, and authorized/certified fire alarm contractors for EST and Gamewell Fire Alarm Systems. The RFP was published on June 22, 2026, with a bid opening scheduled for July 15, 2026, at 11:00 a.m. EST, and board award approval expected in August 2026. The initial contract period runs from August 1, 2026, through July 31, 2027, with the option for five additional one-year renewal periods by mutual agreement. Bidders must submit sealed proposals by the opening date, including a completed Bid Proposal Form, Bid Pricing Form, and required notarized affidavits covering Iran-linked business disclosure, familial relationships, school safety compliance, non-collusion, and debarred status. All proposals must remain firm for 90 days from the bid opening date.
The District may award the contract to a single vendor, split the award among multiple vendors, or make no award, selecting the proposal offering the best overall value rather than necessarily the lowest price. Pricing must be submitted on a lump-sum basis for fire alarm panel inspections at each facility, with separate hourly rates for straight-time and overtime/premium repair services, and a cost-plus percentage for parts and materials. The vendor must maintain commercial general liability insurance of $1,000,000 per occurrence with $2,000,000 aggregate, business automobile liability of $1,000,000 combined single limit, professional errors and omissions insurance of $1,000,000, and an umbrella policy of $4,000,000. The contract includes no guaranteed annual volume and is a requirements-based contract allowing the District to adjust quantities at its discretion. Price increases for contract renewals are limited to the lower of the U.S. Bureau of Labor Statistics Employment Cost Index for the most recent six-month period or five percent. Two voluntary alternates are offered: roll-up door inspections and an internet reporting system with barcode scanning capability; only complete responses to these sections will be considered for award of the respective alternates.
