About this opportunity
Royal Oak Schools in Michigan is soliciting competitive proposals through a Request for Proposals for district-wide three-year unit pricing contracts covering four service categories: site concrete work, playground fall zone mulch, painting services, and chain-link fencing installation. The concrete deliverables include removal and installation of pavement, sidewalks, curbs, and gutters; playground mulch services involve furnishing and installing engineered mulch to specifications; painting services cover hollow metal doors, concrete masonry units, and drywall using specified Sherwin Williams products; and fencing work includes chain-link installation and removal at various heights. Contractors must demonstrate current experience providing similar services to K-12 public school districts of comparable size and maintain comprehensive general liability insurance with minimum combined single limits of $1,000,000 per occurrence and $3,000,000 aggregate. All proposals must include unit pricing on provided forms with specified percentage increases for years two and three, payment and performance bond percentages, and sworn affidavits regarding familial disclosure and Iran Economic Sanctions Act compliance. The written request for clarifications deadline is March 17, 2026 at 4:00 p.m., with proposals due by 1:30 p.m. on March 24, 2026; optional pre-bid site visits may be scheduled by contacting Mark Paulus at mark.paulus@royaloakschools.org or (248) 880-6791. The School District anticipates contract consideration on April 9, 2026, with the contract term spanning three years with annual price escalation options for June 2027 and June 2028.
Addendum #1 modifies the original bid package by deleting the playground fall zone mulch category and clarifying fencing specifications to require bottom tension wire and galvanized fencing rather than black vinyl coated materials where vinyl coated finishes are indicated in fence details. The addendum also permits use of the resulting contract by other neighboring school districts, expanding the potential scope of the awarded contracts. Contractors whose proposals equal or exceed $50,000 must provide performance and payment bonds in the amount of 100 percent of their proposal, bonded by a Treasury-listed surety licensed in Michigan; all pricing is quoted F.O.B. to Royal Oak Schools with contractors bearing responsibility for all applicable sales and other taxes. No specific set-aside designations or restrictions limiting organizational type are identified in the procurement documents. The RFP does not identify incumbent vendors, existing contractors, or required technology integrations. All proposals are irrevocable for ninety days following the due date, and Royal Oak Schools reserves the right to accept or reject any proposal in whole or in part and to award contracts to one or more contractors at its sole discretion; specific award values or budget ranges are not disclosed in the solicitation materials.
