About this opportunity

The Florida Department of Transportation (FDOT) District Five is seeking bids for the DeLand Operations (Kepler) HVAC Control Expansion project, located in Volusia County. The procurement involves installing BACnet controllers and sensors to integrate with FDOT's existing Trane Tracer Summit Control System. Specifically, the project requires expanding the current Trane Tracer SC+ Building Automation System to control two electromechanical rooftop units and ten exhaust fans. A mandatory pre-bid site visit is scheduled for October 21, 2024, with bid submissions due by October 28, 2024, at 10:00 AM. Bidders must be registered in the State of Florida's MyFloridaMarketplace system and comply with licensing requirements from the Florida Department of Business and Professional Regulation. The contract is anticipated to begin around November 11, 2024, with project completion required no later than June 30, 2025. FDOT intends to award the contract to the responsive and responsible bidder submitting the lowest lump sum bid price.

Participation is encouraged for minority, women, and service-disabled veteran business enterprises, with preference given to vendors maintaining a drug-free workplace program. Out-of-state corporations must be authorized to do business in Florida and must contact the Florida Department of State for authorization. Bidders are subject to strict communication restrictions, prohibited from contacting agency employees between solicitation release and 72 hours after the notice of intended award. No performance bond is required for this project. Potential respondents must adhere to multiple non-discrimination statutes, including Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color, national origin, sex, disability, and age. All payments to the awarded vendor will be subject to a 1% MyFloridaMarketplace Transaction Fee, with certain exemptions potentially available under Florida Administrative Code.
