About this opportunity

The Gila River Indian Community's Department of Land Use Planning and Zoning Flood Control Engineering is soliciting bids for construction maintenance services to install flow control devices on five existing 24-inch culverts with headwalls in the District 6 drainage system east of 51st Avenue, under IFB-0643-LUPZ-RE-BID, with bids due July 31, 2026 at 2:00 p.m. Native American Preference provisions allow qualified Indian-owned economic enterprises to receive awards if their bids are within specified percentage thresholds of the lowest responsive bid—a decision-flipping eligibility signal for tribal vendors.

The scope requires design, site assessment, debris clearing, and installation of flow control devices engineered for future removal without damage to culvert structures or surrounding infrastructure and environment. The contractor furnishes all labor, materials, equipment, and supervision. Contractors must hold current Arizona licensure, obtain a Tribal Business License, comply with the Community's Tribal Employment Rights Ordinance and Tribal Native Plant Ordinance, and maintain insurance including $1 million general liability per occurrence, $2 million general aggregate, $2 million excess liability, and workers' compensation as required by Arizona law. Performance and payment bonds equal to 100 percent of the contract price are mandatory.

Monthly compensation is based on actual work completed with 10 percent retainage; final payment is due upon substantial completion and satisfaction of all punch-list items. The estimated project timeline is approximately 30 calendar days from Notice to Proceed. Bids must include a detailed schedule of values and a bid bond equal to five percent of the bid amount. Additional compensation claims must be submitted in writing within 21 calendar days of the triggering event. Questions are due July 20, 2026 at 2:00 p.m.; bid opening is July 30 at 3:00 p.m., with vendor notification expected August 10.
