About this opportunity

The Nevada State Purchasing Division is soliciting competitive bids for a one-year open term contract (Solicitation No. 80DOT-S3700 D2) for plant mix, cold mix, and bituminous base and surface aggregate materials to supply the Nevada Department of Transportation and other state agencies. The contract period runs from the date of award through March 31, 2027, with a nine-month active production window from March through November. The procured materials must be produced in accordance with mix designs previously approved by a public agency or entity within Nevada during the calendar year and must comply with the Nevada Department of Transportation Standard Specifications for Road and Bridge Construction, 2014 edition, including specific requirements for composition, preparation of bituminous materials and aggregates, and bituminous material standards. Vendors must maintain plant locations within the applicable district boundary, and orders will be placed during regular production times with anticipated quantities of less than 20 tons per order for small patch work applications. Pricing must be submitted on both an F.O.B. bidder's plant basis for pickup by NDOT vehicles and an F.O.B. delivered basis as applicable. The Nevada Department of Transportation reserves the right to conduct field testing of products at job sites using Nevada Test Methods and AASHTO Test Methods, with material rejection and return to supplier occurring if samples fail specification limits on a second test. The bid due date is March 19, 2026, with the solicitation posted on February 20, 2026. All submissions must be made through the Nevada eProcurement system (NevadaEPro) at nevadaepro.com, and vendors must complete required tabs including general information, items pricing details, questions, subcontractors, notes, terms and conditions acceptance, and attachments; quotes submitted even one second after the specified bid opening date and time will be rejected.

Nevada's standard commodity procurement terms include a 5% price preference for Nevada-based businesses if a majority of goods are produced in Nevada, and a 5% preference for local businesses owned and operated by veterans with service-connected disabilities for contracts valued between $50,000-$250,000 (and for those 50% or more disabled for contracts valued between $250,000-$500,000). The contract will be awarded to the lowest responsible bidder, though the Purchasing Division reserves the right to reject the lowest bid if not in the best interests of the State, and award may be made to multiple vendors. All goods must be new equipment, free on board (FOB) destination with freight prepaid, and may not include applicable federal or state sales taxes, which will be paid by the State or covered by tax exemption certificate. Vendors must comply with federal Occupational Safety and Health Act standards, agree not to engage in boycotts of Israel, comply with non-discrimination provisions under NRS Chapter 613, and maintain current licenses and permits. Automobile liability insurance with combined single limits of $1,000,000 is required only if the vendor delivers the commodity directly to the State; if shipped by common carrier, automobile liability is not required. All goods must include express warranties covering fitness for particular purpose, fitness for ordinary use, merchantability, conformity to specifications, uniformity, proper packaging and labeling, clear title, and non-infringement of patents. The State reserves the right to terminate contracts without cause upon 30 days' notice, for nonappropriation of funds, or for vendor default or breach, and pricing must be offered on a firm fixed basis for the contract term and any extensions, with the State generally paying within 30-45 days of invoice receipt and agency approval.
