About this opportunity
The City of Philadelphia Procurement Department is soliciting quotes for display/picture frames as a micro purchase, with bids due June 12, 2026, under a requirements contract period of July 1, 2026 through June 30, 2027. The maximum contract value is $43,000, adjusted annually by the CPI-U percentage increase from January 1, 2020 forward and rounded to the nearest thousand dollars.
The micro purchase will be awarded as a whole or by line item, whichever serves the City's interests, to the lowest responsive and responsible bidder. Sellers must quote all items specified in the PHLContracts system to be eligible for award. The LBE Program does not apply to this small purchase; however, vendors may voluntarily submit an LGBTQ Applicant Data Form for diversity tracking purposes.
All quotes must be submitted electronically through the City's PHLContracts eProcurement platform. Vendors must submit an executed Consent and Authorization Agreement prior to bid closing to have their quotes deemed responsive; the agreement can be submitted as part of vendor profile registration or as an attachment to the first quote. Pricing must be quoted net and exclusive of taxes (the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes). Products must be delivered FOB Destination Point at quoted prices.
All quotes remain valid for 60 days from submission or throughout the contract term for requirements contracts. Sellers must maintain Workers' Compensation insurance at statutory limits and General Liability insurance with a $500,000 per occurrence combined single limit. Vendors must comply with all applicable City, state, and federal nondiscrimination and ethics requirements.
No delivery or services should commence until the vendor receives formal department notification via Purchase Order. Payment is contingent upon delivery, City approval, and invoice submission, processed through electronic deposit.
