About this file
This is a Seller Standard Operating Procedure Checklist for the City of Philadelphia Procurement Department's small purchase process, applicable to the Display/Picture Frames micro purchase opportunity in Pennsylvania. The checklist outlines the required steps for vendors to submit quotes through the PHLContracts.phila.gov platform. Sellers must complete all mandatory tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary before submission. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. The contract requirements period runs from July 1, 2026 through June 30, 2027. Sellers are instructed not to deliver or provide services until receiving formal notification from the department.
The checklist requires vendors to enter unit costs for each listed item, answer all mandatory questions, and accept the terms and conditions of the bid. All vendors must have an executed Consent & Authorization form on file in their vendor profile or submit one with their quote; quotes will not be considered without this documentation. Vendors may optionally submit an LGBTQ Applicant Opportunity Data Form. The Local Business Entity (LBE) Program certification question must be answered to proceed, though the LBE Program does not apply to small purchases. Sellers must verify they are operating in the Seller role rather than Seller Admin role. The platform requires validation that all red warning messages are resolved before quote submission is permitted.
