About this opportunity
The City of Carmel Administration Department is requesting proposals for Disaster Recovery and FEMA Public Assistance Consulting Services, with proposals due September 28, 2026 at 10:00 a.m. local time via the City's e-Procurement Portal. This engagement follows federally declared floods in August 2026 approved by President Trump and is expected to be reimbursable by FEMA as part of disaster recovery.
The consultant must demonstrate a minimum of five years of continuous experience providing FEMA Public Assistance grant management consulting services to municipal or local government clients, with specific expertise in Project Worksheet formulation, Category Z management cost recovery, procurement compliance under 2 CFR Part 200, and appeals and arbitration. The scope includes preparing, submitting, tracking, and managing FEMA disaster submittals and related documentation to maximize federal reimbursement and ensure regulatory compliance.
The contract is capped at fifty thousand dollars with an initial one-year term and optional extensions. Compensation is structured as an hourly rate schedule by staff category plus an overall fee proposal. The consultant must maintain professional liability insurance ($2,000,000 single limit / $3,000,000 aggregate), commercial general liability ($1,000,000 each occurrence), cyber liability insurance ($1,000,000), and worker's compensation at statutory levels. The consultant must register with SAM.gov with an active Unique Entity Identifier, enroll in E-Verify, and comply with 2 CFR Part 200 procurement standards and all federal FEMA requirements.
Evaluation is weighted as follows: qualifications and FEMA PA experience (30 percent), technical approach and scope understanding (25 percent), key personnel qualifications (20 percent), cost proposal (15 percent), and past performance and references (10 percent). Questions are due September 16, 2026 at 12:00 p.m. Proposals remain valid for 90 days after the submission deadline and may not be withdrawn within 60 days following submission. The City reserves the right to terminate with 90 days' written notice or immediately for noncompliance.
