About this opportunity
Greenville County, South Carolina is requesting proposals for consulting services to review and update its 2008 FEMA Disaster Debris Management Plan, with proposals due October 19, 2026 at 3:00 p.m. and anticipated award October 29, 2026 (RFP #27020).
The scope requires evaluation of the County's eight pre-identified Temporary Debris Storage and Reduction Sites (TDSRS) with zone maps, operational considerations, debris processing and reduction methods, traffic and material-flow analysis, and final disposition options. The consultant will also review organizational structure and ICS-based management, debris collection strategies by type, contractor qualification requirements, private property debris removal procedures, health and safety protocols, environmental regulations, and pre-event preparation and post-event response procedures. The updated plan must incorporate current FEMA, NIMS, ICS, FHWA, and EPA requirements, lessons learned from Hurricane Helene (which generated approximately 1.05 million cubic yards of debris), industry best practices, and procedures for site closure and restoration. The deliverable is a concise, field-ready plan implementable during emergencies that supports efficient, environmentally responsible operations and maximizes federal disaster reimbursement eligibility.
Evaluation uses a 30-point scale with six equally weighted criteria at 5 points each: Cost, Responsiveness to RFP, Qualifications and Experience, References, Experience with FEMA Reimbursement, and Experience with FEMA Monitoring. Pricing must be submitted as a lump sum, firm, with payment due thirty days from delivery.
Respondents must provide a County of Greenville Substitute W-9 form, company identification and history, resumes of key personnel, three references with contact information, and documentation of FEMA reimbursement and monitoring experience. General liability insurance of $1 million per occurrence / $2 million aggregate, automobile liability of $1 million combined single limit, and statutory workers' compensation insurance are required, with Greenville County named as additional insured. Compliance with South Carolina law, the SC Illegal Immigration Reform Act, and PREA requirements is mandatory. Questions are due October 2, 2026 at 5:00 p.m. Contract negotiations are scheduled October 29 through November 12, 2026, with Notice to Proceed expected November 12, 2026. No bonding is required and no pre-proposal meeting is scheduled. Contact Jackie Brown, Buyer, at jaqbrown@greenvillecounty.org or (864) 467-7204.
