About this opportunity
The Illinois Environmental Protection Agency is requesting bids on eight dilution systems under IFB 26-532EPA-AIR-B-53179, with bids due August 27, 2026. The EPA is federally required to procure these systems through the Inflation Reduction Act grant.
Each system must include one 10-liter diluent gas mass flow controller, two source gas mass flow controllers (one 100 cc and one 10 cc), a minimum of four source gas input ports, and an internal trace-level photometer-controlled ozone generator capable of delivering ozone at 10–250 ppb at 2–8 LPM. Systems must operate as USEPA Level 2 or Level 3 ozone primary transfer standards and produce NO2 concentrations through gas-phase titration. Full compatibility with Agilaire 8872 and ESC 8832 data loggers using Modbus communication protocol is required. All systems must include rear Ethernet and USB ports, digital and analog inputs/outputs, and remote login-capable software with a minimum of 10 lifetime licenses.
Equipment must be delivered and fully operational to the IEPA Air Lab within 120 days of contract execution. The contract provides for a two-year initial term, with a two-year supply of expendables and hard-copy instrument manuals included. All supplies must meet specified flow accuracy, repeatability, and linearity requirements and comply with federal and state laws. The awarded vendor must provide a two-year parts and labor warranty from the manufacturer and deliver all products in new condition.
Preference will be given to U.S.-manufactured products unless specific exceptions apply regarding availability, cost exceeding 12 percent of comparable foreign products, quality concerns, or public interest. Illinois Business Preference and Domestic Product Preference are available under the Illinois Procurement Code; vendors claiming such preferences must complete appropriate affidavits and documentation. Bid prices must remain firm for 90 days from opening. No bid bond or performance bond is required. Vendors must maintain general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability insurance of $1 million per occurrence, and worker's compensation insurance as required by law. Questions are due seven days before bid opening. Subcontractors with annual contract values exceeding $100,000 require prior written approval and must provide Illinois Standard Certifications. Bids are submitted electronically through BidBuy.
