About this file

This is an Invitation for Bid (IFB) Offer form submitted to the State of Illinois for a Dilution System procurement. The document serves as the formal bid submission vehicle through which vendors respond to the State of Illinois solicitation. The form requires bidders to confirm compliance with all solicitation requirements outlined in Section A.1 and understand that failure to meet these requirements results in disqualification. The solicitation pertains to eight Dilution systems that the EPA is federally required to purchase through the USEPA's IRA (Inflation Reduction Act) grant funding.

The IFB Offer form includes provisions for bidders to claim applicable preferences under the Illinois Procurement Code, including Illinois Business Preference and Domestic Product Preference, with vendors required to complete appropriate affidavits and documentation to substantiate such claims. Bidders may also submit exceptions to the Standard Terms and Conditions by providing a redlined version of those terms, though the State reserves the right to accept or reject any proposed exceptions. The Standard Terms and Conditions applicable to any resulting contract are available on the Central Procurement Office website. By completing and signing the form, the bidder submits a binding offer to the State of Illinois for performance in full compliance with the solicitation requirements.
