About this opportunity

The City of College Park, Georgia is issuing Request for Proposal (RFP) No. 26-24 to procure design, fabrication, and installation services for a modern full-color LED digital sign at City Hall located at 3667 Main Street. The deliverable is a weather-resistant display with minimum dimensions of 9 feet 6 inches by 4 feet 6 inches, pixel pitch between P10-P16, capable of displaying dynamic digital content including text, images, and video, along with a remote content management system featuring a user-friendly interface and city branding integration. Qualified vendors must demonstrate a minimum of five years of experience designing and installing outdoor digital signage for government or commercial clients, maintain all necessary state and local licenses, and provide general liability insurance with a minimum of $2,000,000 per occurrence, workers' compensation insurance as required by Georgia law, and professional liability insurance of at least $1,000,000 per occurrence. The successful bidder must furnish performance and payment bonds equal to 100 percent of the contract amount and complete a minimum of 51 percent of project work. Proposals will be evaluated based on technical approach and methodology (25 percent), experience and references (30 percent), project timeline and deliverables (15 percent), cost proposal (20 percent), and schedule and availability (10 percent), with award made to the most responsive and responsible offeror rather than necessarily the lowest bidder. Critical dates include a non-mandatory pre-bid conference on October 8, 2025 at 10:00 a.m. EST via Microsoft Teams, a questions deadline of October 16, 2025 at 3:00 p.m. EST, and a revised proposal submission deadline of October 27, 2025 at 3:00 p.m. EST through BidNet Direct, with bid opening scheduled for October 22, 2025 at 3:00 p.m. EST.

Local preference may be extended to vendors with a business location within College Park city limits that have been operational for at least one year, provided their bid does not exceed three percent above the lowest non-local bid. All prices must be quoted F.O.B. College Park, Georgia, with freight prepaid. The contract will be awarded for an initial one-year term with options to renew for four additional one-year periods, and the City reserves the right to reject any or all bids. The award decision will be issued within 90 days of the bid opening. Addendum No. 1, issued concurrently with the RFP, clarifies the extended bid deadline and requires all prospective bidders to acknowledge receipt of the addendum by returning it with their bid submittal; failure to do so may result in disqualification. Bidders must also submit completed revised bid pricing sheets with their proposals. No specific budget range or incumbent vendor information was disclosed in the solicitation documents.
