About this opportunity
The Florida Department of Environmental Protection (DEP) is seeking qualified vendors to provide digital scanning and indexing services for its physical records. The records consist of 1,140,916 document images on 16mm microfiche cards/sleeves and 151,459 plan images on 35mm microfiche cards/sleeves, as well as approximately 520 rolls of 16mm and 400 rolls of 35mm microfilm. The successful contractor will be responsible for scanning the records, indexing them, and delivering the digital files on labeled storage media. Responses are due by March 28, 2022, and the project must be completed by June 15, 2022. The DEP has provided a revised Form D Price Sheet that allows for unit pricing based on the type of media and whether the records are documents or plans. The Department has clarified that the physical records are in good condition and do not require any repair or recovery, and no portion of the work may be performed on-site.
The DEP's solicitation is open to vendors across the state of Florida, with a preference given to those whose principal place of business is in Florida. In the event of a tie, preference will be given to minority-owned, veteran-owned, or Florida-based businesses. While the DEP has budget authority for the project, a maximum budget amount has not been determined. The contract will be awarded to the responsible and responsive bidder who submits the lowest total price, and the DEP reserves the right to award to one or more bidders or to make no award, as determined to be in the best interest of the state.
