About this opportunity
The City of College Park, Georgia (Fulton County) is soliciting proposals through Request for Proposal (RFP) No. 26-22 for digital marketing services and outdoor wayfinding signage design, fabrication, and installation at the Main Street Train Depot. The project encompasses site assessment, design development, fabrication and installation of a minimum of eight directional and two informational signage units with ADA compliance and weather-resistant materials, branded digital assets including social media graphics and promotional videos, QR code integration for mobile navigation, and engagement reporting with analytics. The City intends to revitalize the downtown corridor by enhancing visibility, accessibility, and community engagement through a cohesive signage system and coordinated digital marketing campaign. Vendors must demonstrate minimum qualifications including three years of experience in digital marketing for public sector or downtown revitalization projects and three years designing and installing outdoor wayfinding signage systems. Required insurance includes workers' compensation per Georgia statute, business auto liability of at least $1,000,000 per claim, commercial general liability of $2,000,000 per occurrence, and professional liability of at least $1,000,000 per occurrence. Evaluation criteria includes technical approach and methodology (25%), experience and references (30%), project timeline and deliverables (15%), cost proposal (20%), and schedule and availability (10%). The proposal due date is October 20, 2025, at 3:00 p.m. EST (modified from October 17 by Addendum 3), with submission required through BidNet Direct; a non-mandatory pre-bid conference is scheduled for October 3, 2025, at 10:00 a.m. EST via Microsoft Teams, and the project timeline is estimated at 10–14 weeks.
Local preference may be granted to vendors with a staffed physical business location within College Park city limits for at least one year prior to bid submission, provided their bid does not exceed the lowest non-local bid by more than three percent. The successful bidder must provide a performance bond and payment bond each equal to 100% of the contract amount within 10 days of award, and the City intends to award the contract for an initial one-year term with four optional one-year renewal periods. All signage designs must comply with the City's Downtown Design Standards (2017), College Park Comprehensive Plan, Transit-Oriented Development Plan, and Downtown LCI requirements; because the Main Street Train Depot is located within College Park's historic district, all signage fabrication and installation may require review and approval by the City's Planning Department or designated preservation body prior to project commencement. The City will provide digital destinations and content for QR code components, while the vendor is not expected to develop or host this content; the City will also coordinate any required public input sessions. Federal and state sales taxes do not apply to the City of College Park. The specific contract value or budget range has not been disclosed in the available solicitation documents.
