About this file

This is Addendum No. 2 to Request for Proposal (RFP) No. 26-22 issued by the City of College Park, Georgia, for digital signage and marketing services along the Main Street corridor surrounding the Train Depot. The project involves the design, permitting, and installation of exterior digital signage with integrated QR code components to enhance visibility and branding in the Main Street area. The addendum clarifies that all signage will be exterior only, with no interior signage required within the Depot facility. Final signage dimensions will be determined during the design phase in coordination with City staff and applicable zoning standards. The awarded vendor is responsible for managing permits, utility checks, and public right-of-way approvals in coordination with the City. The City will provide digital destinations and content for QR code components, while the vendor is not expected to develop or host this content. The City will also coordinate any required public input sessions, including scheduling, marketing, and facilitation.

The signage designs must comply with the City's Downtown Design Standards (2017), College Park Comprehensive Plan, Transit-Oriented Development Plan, and Downtown LCI requirements. Bidders should align signage aesthetics and materials with the City's established branding guidelines, color palettes, and typography. The City has material and finish preferences outlined in its Sign Standards Ordinance and Downtown Design Standards to maintain consistency with existing infrastructure. Signage designs should include options for illumination and electrical integration as appropriate. Because the Main Street Train Depot is located within College Park's historic district, all signage fabrication and installation may require review and approval by the City's Planning Department or designated preservation body prior to project commencement. Prospective bidders are required to monitor the City's website at https://www.collegeparkga.gov and the Georgia Procurement Registry for all solicitation updates and addenda.

1. Site Layout:

Question 1: Does the City have an existing site layout, map, or diagram indicating where signage is expected to be installed around the Main Street Train Depot and surrounding corridor?

Answer 1: Yes, the City of College Park provides access to GIS-based maps and zoning tools that may include site layouts and diagrams relevant to the Main Street Train Depot and surrounding corridor.

Question 2: Exterior vs. Interior Signage:

Can you please confirm that all signage will be exterior and no interior signage within the Depot facility is required?

Answer 2: Based on the current scope of the project, all signage is expected to be exterior, with no interior signage required within the Main Street Train Depot facility. The intent is to enhance visibility and branding along the Main Street corridor and surrounding public areas.

If any interior signage becomes necessary or is later proposed, it will be addressed through a separate amendment or clarification. For now, proposers should focus solely on exterior signage solutions.

Question 3: Preferred Sign Dimensions or Scale:

Does the City have preferred or standard dimensions for directional or informational signage (e.g., height, width, or mounting type), or will final sizing be determined during the design phase?

Answer 3: The City of College Park does not prescribe fixed dimensions for directional or informational signage; final sizing will be determined during the design phase in coordination with City staff and applicable zoning standards.

Question 4: Architectural or Site Drawings:

Are there any architectural, landscape, or streetscape drawings previously approved by the City or the Department of Planning that should guide signage placement, aesthetics, or materials?

Answer 4: Yes, the City of College Park has previously approved architectural, landscape, and streetscape documents that should guide signage placement, aesthetics, and materials for the Main Street corridor. Downtown Design Standards (2017), College Park Comprehensive Plan – Community Agenda, College Park Transit-Oriented Development Plan, CP Downtown LCI (Livable Centers Initiative)

Question 5: Design Standards / Branding Guidelines:

Will the City provide existing branding or design standards (logos, color palette, typography) that the signage system should align with?

Answer 5: Yes, the City of College Park has established design standards that signage systems should align with, including branding elements such as logos, color palettes, and typography. These are outlined in the City's Downtown Design Standards and incorporated into its signage regulations.

Question 6: Material & Durability Requirements:

Does the City have preferences for materials (e.g., metal, aluminum, HDU, acrylic, etc.) or finish standards to maintain consistency with other College Park signage or city infrastructure?

Answer 6 : Yes, the City of College Park does have preferences for signage materials and finish standards, which are outlined in its Sign Standards Ordinance and Downtown Design Standards. These preferences aim to maintain consistency with existing city infrastructure and streetscape aesthetics.

Question 7: Should signage designs include options for illumination or electrical integration, or is the expectation for non-lit signage only?

Answer 7: Yes, signage designs should include options for illumination or electrical integration if appropriate, as the City of College Park does not restrict signage to non-lit formats. Lighting details must be included in the design plans submitted for review.

Question 8: Permitting and Installation Coordination:

Will the City handle permits, utility checks, and public right-of-way approvals, or should the awarded vendor manage that process?

Answer 8: The awarded vendor will be responsible for managing permits, utility checks, and public right-of-way approvals, in coordination with the City of College Park.

Question 9: QR Code / Digital Integration:

For the QR components mentioned in the RFP, will the City provide digital destinations or content (e.g., links, maps, event pages), or is the vendor expected to develop and host this content?

Answer 9: The City of College Park will provide the digital destinations or content (such as links, maps, and event pages) for the QR code components mentioned in the RFP. The vendor is not expected to develop or host this content.

Question 10: Historic Preservation Review:

Because the Depot is a historic site, are there preservation board or design review approvals required before fabrication or installation begins?

Answer 10: Yes, because the Main Street Train Depot is part of College Park’s historic district, signage fabrication and installation may require review and approval by the City’s Planning Department or a designated preservation body.
