About this opportunity
The Illinois Department of Corrections is soliciting quotes for semi-annual dietary hood cleaning at Hill Correctional Center in Galesburg, Illinois, with bids due November 6, 2026 at 10:00 a.m. through BidBuy. Subcontracting is strictly prohibited, so the awardee must perform all work with its own personnel.
The scope covers the facility's commercial kitchen exhaust systems: six hoods, nine ducts, six exhaust fans, grease-removal devices, related components, and approximately 55 filters. Cleanings are scheduled for December and June of each contract year unless the Department directs otherwise, and the contractor must coordinate each one in advance with the facility Chief Engineer. Work must be performed after 4:00 p.m. on weekdays, excluding state holidays, in the presence of the Chief Engineer or designee. The contractor supplies all labor, equipment, materials, and personal protective equipment. Personnel must pass security and background screening and maintain any required commercial kitchen exhaust cleaning certifications. Roof access runs through the boiler room hatch, and a duct bend without an access panel requires cleaning from the kitchen side. Roof vents are unbolted and cleaned, and power disconnects sit above the boiler room. The Dietary Manager will conduct a walk-through with prospective bidders before the first cleaning.
The initial term is five years, with a maximum total term of ten years. The contract is estimated in total price, and the State will set the maximum amount before execution. Award goes to the lowest-priced responsive and responsible vendor. Bid prices remain firm for 120 days from opening. Payment is conditioned on compliance with prevailing wage requirements for janitorial and building services in Knox County, Illinois, at rates published by the Illinois Department of Labor. The vendor must carry general commercial liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability of $1,000,000 per occurrence, and workers' compensation as required by law, naming the State as additionally insured. Vendors must execute the Standard Illinois Certifications (Version 26.2), recertify annually by January 1 for contracts exceeding one year, and comply with Article 50 of the Illinois Procurement Code. Awards of $1,000 or more carry a $15 Minority Contractor Initiative fee deducted from the first check. The State may terminate for convenience on 30 days' written notice, and the contract is contingent on appropriation or federal funding.
