About this opportunity

The Texas Comptroller of Public Accounts' Statewide Procurement Division is requesting bids on one diesel-powered crawler tractor for the Texas Department of Transportation under IFB 304T-27-6014453300, with bids due August 17, 2026 at 1:30 p.m. Central Time. Questions were due August 6, 2026, with responses provided by August 10, 2026.

The crawler tractor must meet detailed specifications including a minimum 70 net horsepower liquid-cooled diesel engine with four or more cylinders, powershift or hydrostatic transmission with minimum three forward and three reverse speeds, sealed and lubricated track undercarriage, fully enclosed ROPS/FOPS cab with factory-installed air conditioning, hydraulic angle and tilt blade, hydraulic ripper attachment, automatic lubrication system, premium instrumentation, comprehensive lighting, backup camera, and safety features including warning lights and fire extinguishers. Maximum transport dimensions are 120 inches height, 120 inches width, and 175 inches length. Acceptable models include Caterpillar Model D1 or John Deere Model 450 P-Tier, or CPA-approved equivalents. All equipment must be new, unused, latest model in current production, and first class condition; used, demonstrator, remanufactured, or discontinued models are not acceptable.

Delivery is FOB Destination to Beaumont, Texas 77708. Pricing must remain firm through delivery and product acceptance and include all base unit equipment, add-ons, shipping, handling, delivery fees, and fuel surcharges. Respondents must state proposed delivery timeframe in calendar days after receipt of order on the mandatory price sheet; failure to specify delivery time may disqualify the response. The contract term commences upon Notice of Award and expires August 31, 2027, or upon delivery and final acceptance, whichever occurs first. A provision allows purchase of one additional unit at the same unit price by mutual agreement. Liquidated damages are $160 per unit per working day for delivery delays. The contractor must maintain minimum $500,000 commercial general liability insurance per occurrence and provide proof within five business days of request. Contractors must furnish minimum 12-month or 1,200-hour warranty covering 100 percent parts and labor, factory-trained technician services with minimum eight hours of operator and maintenance training, complete manuals and parts documentation, replacement filters and belts, and identification of authorized Texas warranty service providers. Award will be made on best value to the state, considering specification compliance, purchase price, risk of non-performance, and delivery timeframes.
