About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of the Utah Division of Technology Services, is requesting bids for diesel mechanic services to perform preventative maintenance on an Onan (Cummins) 900DFJC V12 diesel generator at the DTS regional office in Richfield, Utah, with bids due July 31, 2026.

The scope includes four scheduled preventative maintenance visits annually—three quarterly inspections and one comprehensive annual service—plus one annual load bank test capable of testing the 900 kilowatt generator with incremental load steps and 15-minute interval data recording. Quarterly maintenance encompasses detailed inspections and servicing of cooling, lubrication, fuel, air and exhaust systems, mechanical and engine components, generator alternators, starting systems and batteries, and control panel electrical systems. Annual preventative maintenance adds fluid and filter changes (oil, fuel, and coolant), fluid sampling and analytics (oil, coolant, and fuel analysis), and deep inspections and cleaning. All maintenance and testing must be scheduled outside standard business hours or during approved downtime windows to minimize operational impact. The contractor must assign fully certified technicians with Onan (Cummins) Model 900DFJC V12 certification and provide bonding for all personnel. Additionally, the contractor must provide 24/7 corrective maintenance and emergency repair coverage with a maximum thirty-minute callback response time and maintain physical resources within a two-hour travel radius of the Richfield facility.

The contract term is five years with pricing guaranteed for one year. Award will be made to the lowest cost responsive and responsible bidder. The cost proposal template requires unit prices and total prices for each contract year separately for each line item (three quarterly visits, one annual visit, one load bank test, and two emergency service calls per year). All proposed prices must be all-inclusive of travel time and mileage, which will not be paid separately by the state. The state will base award on the total evaluated bid price, the sum of all five years of proposed costs. Contractors must comply with all mandatory minimum requirements and standard terms and conditions without exceptions or modifications, maintain workers' compensation and commercial general liability insurance with minimum coverage of one million dollars per occurrence and three million dollars aggregate, and certify compliance with anti-boycott provisions and non-use of forced labor products.
