About this opportunity

Shawnee Correctional Center, a facility of the Illinois Department of Corrections, is requesting proposals to diagnose and repair existing Motorola radio equipment, with proposals due July 31, 2026. This is a short-window opportunity — only three days from posting to deadline.

Vendors must comply with the State of Illinois Standard Certifications form (Version 26.2), which imposes 34 distinct certification requirements covering legal eligibility, financial standing, criminal history restrictions, state debt delinquency, environmental violations, anti-competitive practices, steel product sourcing, drug-free workplace status, employment discrimination prohibitions, forced and child labor prohibitions, lead poisoning mitigation, cybersecurity compliance, and political contribution restrictions. For contracts exceeding one year, vendors must recertify by January 1 of each subsequent fiscal year. False statements material to these certifications expose vendors to liability under the Illinois False Claims Act. Subcontractors must be bound by identical requirements.

The scope requires comprehensive diagnostic evaluation of the facility's current Motorola radio system and execution of necessary repairs to restore full operational capability. The vendor must demonstrate experience with Motorola radio system repairs, possess appropriate technical certifications, and comply with correctional facility security protocols and operational requirements established by the Illinois Department of Corrections.

The State of Illinois Standard Terms and Conditions govern contract performance. Vendors must maintain general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability insurance of $1 million per occurrence, and workers' compensation insurance as required by law, naming the State as additionally insured. All work product, intellectual property, and deliverables become the sole property of Illinois. The State retains the right to terminate for convenience with thirty days' written notice or immediately for cause. Payment is subject to the State Prompt Payment Act. The contract is contingent upon appropriation of funds and subject to suspension or termination without penalty if funding becomes unavailable.
