About this opportunity

The Illinois Department of Human Services (DHS) is soliciting bids through an Invitation for Bid (IFB B-52430) for the procurement of ten Axis S1296 Rack 96 TB Network Video Recorders with no substitutes accepted. Four units will be delivered to the Elisabeth Ludeman Center located at 114 N. Orchard Drive, Park Forest, Illinois 60466, and six units will be delivered to the Samuel H. Shapiro Developmental Center located at 100 E. Jeffery Street, Kankakee, Illinois 60901. The successful vendor must be an Axis authorized distributor or reseller, with verification of authorization required prior to contract award. All supplies must be warranted for twelve months and comply with federal and state laws. Required bid submissions include Vendor Disclosure or IPG Active Registered Vendor Disclosure, Offer to the State of Illinois, Standard Terms and Conditions, and a completed Business Enterprise Program (BEP) Utilization Plan; failure to submit a completed BEP Utilization Plan renders a bid non-responsive. The initial contract term will commence upon the last dated signature of both parties and conclude on September 30, 2026, with a maximum total term not to exceed ten years including any renewal terms or extensions. Written questions must be submitted no later than 5 p.m. on May 19, 2026, and all bids must be submitted electronically through BidBuy no later than May 28, 2026, with bids remaining firm for 90 days from opening.

The procurement includes a 3 percent Business Enterprise Program (BEP) aspirational goal requiring not less than 3 percent of the total dollar amount to be awarded to businesses certified as minority-owned, women-owned, or owned by persons with disabilities; bidders must demonstrate either full goal achievement through self-performance as a certified vendor, identification of certified subcontractors to meet the goal, or submission of a documented good faith effort waiver request if unable to achieve the full goal. The vendor must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law. Subcontracting is permitted, with vendors required to disclose any subcontractors with annual values exceeding $100,000 and obtain prior written approval before utilizing such subcontractors. The State reserves the right to terminate the contract for convenience with thirty days' notice or for cause immediately upon notice, and the contract amount is subject to reduction based on budgetary considerations at DHS's sole discretion or direction from the Office of the Governor. Vendors awarded contracts valued at $1,000 or more are subject to a $15 minority contractor initiative fee to be deducted from the first payment. The contract pricing is estimated with the total contract value to be determined and entered by the State prior to execution, and the State may fund the contract partially or entirely with federal funds, with the funding percentage and amount to be disclosed upon notice of award.
