About this opportunity
The Illinois Department of Human Services, Bureau of Pharmacy and Clinical Support Services is requesting bids for clinical laboratory services to support 14 mental health and developmental disability facilities across Illinois under IFB B-54074, with bids due September 30, 2026. A Business Enterprise Program (BEP) participation goal of 7 percent applies; failure to submit a completed BEP Utilization Plan renders the bid non-responsive.
The scope includes specimen collection, processing, testing, and reporting across all facilities with daily Monday–Friday courier pickup, provision of OSHA-compliant laboratory supplies, overnight routine test result reporting by 7 a.m., and electronic transmission of results via HL7 files to the State Data Center by 6 a.m. and 4 p.m. daily. The vendor must maintain CAP/CLIA registration, submit monthly quality assurance and epidemiology reports, notify critical values within two hours, conduct vendor facility visits at minimum twice yearly, and develop emergency and disaster contingency plans. All services must comply with CLIA, CAP, OSHA, IDPH, CMS, and Joint Commission standards.
The estimated contract value is $700,000 annually. The contract term is 60 months with one renewal option for 48 months, not to exceed 10 years total. Pricing is based on a markup or discount percentage applied to 2026 Medicare clinical diagnostic laboratory fee schedules for five specified test line items entered into BidBuy. The vendor must maintain general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability of $1 million per occurrence, and worker's compensation as required by law. Subcontractors with annual values exceeding $100,000 require prior written approval.
Evaluation is based on responsibility, responsiveness, and price, with award to the lowest priced responsive and responsible bidder. Questions are due by 5 p.m. on September 18, 2026. All bids remain firm for 90 days following opening. A $15 administrative fee applies to any awarded contract. Illinois Procurement Code preferences for Illinois residents and domestic products are available with appropriate documentation.
