About this opportunity

The Illinois School for the Deaf (ISD), a Division of the Illinois Department of Human Services, is requesting bids on milling and repaving the Power Plant Parking Lot at 125 S Webster Avenue, Jacksonville, Illinois under IFB B-54387, with bids due October 21, 2026. This is a Small Business Set-Aside Program procurement — only vendors registered in the Illinois Small Business Set-Aside Program at bid opening are eligible.

The scope requires milling approximately 4 inches of existing asphalt from the approximately 37,700-square-foot parking lot, preparing the base with proper slope for drainage, applying a tack coat, repaving with 4 inches of bituminous asphalt, pouring a 10-foot concrete approach on the south parking area, and restriping the lot. All labor, materials, equipment, and supervision are the vendor's responsibility. Work is performed at the ISD facility in Jacksonville, Illinois. Project completion and final inspection are due by June 30, 2027. The contract term extends from last-dated signature through June 30, 2027, with a maximum total term not to exceed ten years including renewal or extension.

Prevailing wage requirements under the Illinois Prevailing Wage Act (820 ILCS 130/.01 et seq.) apply to all contractors and subcontractors. During periods of excessive state unemployment (any month following two consecutive months when state unemployment exceeds 5%), the vendor must employ at least 90% Illinois laborers on the project, with exception available upon written request with supporting documentation. Subcontracting is permitted with prior written state approval, except parking lot striping may be subcontracted without advance approval.

The vendor must obtain General Commercial Liability insurance of $1 million per occurrence and $2 million annual aggregate, Auto Liability insurance of $1 million per occurrence, and Worker's Compensation Insurance as required by law. A performance bond is required for contracts exceeding $150,000. A $15 administration fee applies to contracts valued at $1,000 or more, deducted from the first payment. Bid prices must remain firm for 90 days from opening. Questions are due by 5:00 p.m. on October 14, 2026. Bids must be submitted through the BidBuy electronic system with all required attachments including vendor disclosures and offers to the state.
