About this opportunity

The Illinois Department of Human Services is requesting bids on repair and maintenance services for freight and passenger elevators at the Illinois School for the Deaf (ISD) and Illinois School for the Visually Impaired (ISVI), both in Jacksonville, with bids due September 30, 2026 and a question deadline of September 18, 2026 at 5:00 p.m.

A 2% Business Enterprise Program (BEP) participation goal applies; bidders must submit a completed BEP Utilization Plan as part of their response or face non-responsiveness. The plan requires bidders to either achieve the goal through self-performance if BEP-certified, identify BEP-certified subcontractors to meet the goal, or submit a waiver request with documented good faith efforts if unable to meet the goal.

The scope covers preventative maintenance, routine repairs, and emergency services for 18 elevators total — 11 at ISD and 7 at ISVI, including a platform lift. The vendor must provide one licensed journeyman elevator technician for standard business hours (Monday–Friday, 8:00 a.m. to 4:30 p.m.) and maintain 24/7 emergency availability with a two-hour response time for emergencies. Non-emergency major repairs must be completed within seven days. Monthly inspections include lubrication, greasing, and oiling of mechanical components; cleaning of car tops, door equipment, elevator pits, and machine rooms; and wire rope renewal and conductor cable repair or replacement as necessary. All materials, tools, and equipment are vendor-supplied; travel costs are not reimbursable.

The contract term runs from execution through June 30, 2031, with a maximum total term of ten years including renewals or extensions. The estimated contract amount is listed as TBD and will appear in the BidBuy Purchase Order. The vendor must maintain General Commercial Liability insurance of $1 million per occurrence and $2 million annual aggregate, Auto Liability of $1 million per occurrence, and Worker's Compensation Insurance as required by law. This procurement is subject to the Illinois Prevailing Wage Act. The State will award the contract to the responsive and responsible bidder offering the lowest price. Bids must remain firm for 90 days from opening. All submissions must be made electronically through BidBuy; a $15 administrative fee will be deducted from the first payment for any awarded contract of $1,000 or more.
