About this file
This is an Invitation for Bid (IFB) document from the Illinois Department of Human Services (DHS) for elevator repair and maintenance services at two state facilities. DHS is soliciting bids for comprehensive repair and maintenance services for freight and passenger elevators at the Illinois School for the Deaf (ISD) located at 125 S. Webster Ave., Jacksonville, IL and the Illinois School for the Visually Impaired (ISVI) located at 658 E. State St., Jacksonville, IL. The contract period spans fiscal years 2027 through 2031. The document serves as the formal offer submission form that bidders must complete and return to be considered for award.
The IFB document outlines standard procurement requirements including bidder preferences available under the Illinois Procurement Code, such as Illinois Business Preference and Domestic Product Preference, with vendors required to submit supporting affidavits or designations as applicable. Bidders may take exceptions to the Standard Terms and Conditions by submitting a redlined version with their offer, subject to State acceptance or rejection. The document emphasizes that bidders must comply with all solicitation requirements and that failure to meet requirements constitutes grounds for disqualification. The State reserves the right to determine preference eligibility. Standard Terms and Conditions for any resulting contract are available through the Illinois Chief Procurement Office website at https://cpo-general.illinois.gov/solicitation-and-contract-templates.html.
