About this opportunity
The Illinois State Police is procuring pipette calibration services for the ISP Forensic Labs under contract number DFS Pipette Calibration HK, with proposals due by April 14, 2026. The scope of services includes on-site preventative maintenance and calibration of laboratory pipettes in compliance with ISO 17025 accreditation standards. Required deliverables encompass replacement of worn components including seals, O-rings, shafts, and pistons, calibration verification using a minimum of four weighings at three volume settings for adjustable pipettes, affixation of expiration and service date stickers, provision of comprehensive ISO 17025-compliant calibration certificates in electronic or paper format, and a 12-month warranty covering both labor and parts. Calibration certificates must include detailed documentation of vendor information, calibration and next due dates, documented uncertainty, "as found" and "as left/calibrated" status, pass/fail determinations, equipment specifications, technician credentials, balance identification, environmental factors, methodology, and performance data demonstrating compliance with manufacturer specifications. Vendors must maintain ISO 17025 accreditation throughout the contract term and meet all standard State of Illinois contracting requirements, including compliance with prevailing wage obligations, maintenance of $1,000,000 general commercial liability insurance per occurrence with $2,000,000 annual aggregate, and adherence to comprehensive certification requirements outlined in the Standard Illinois Certifications document.
The contract is subject to standard State of Illinois terms and conditions, including the mandatory $15 Minority Contractor Initiative fee for contracts exceeding $1,000 and compliance with the Illinois Prompt Payment Act. All vendors must satisfy 34 distinct certification requirements covering legal entity status, criminal history prohibitions, collective bargaining obligations, environmental and labor law compliance, drug-free workplace standards, and lobbying restrictions. No incumbent vendors, set-asides for disadvantaged enterprises, specific award values, or budget ranges are identified in the procurement documents. The State retains all ownership of work product and intellectual property created under the contract, reserves the right to terminate for convenience with thirty days' notice or for cause immediately, and requires three years of record retention (or five years for federally funded services). Disputes arising from the contract must be resolved exclusively through the Illinois Court of Claims rather than arbitration, and vendors must report any changes affecting their certification eligibility status by January 1 for multi-year contracts.
