About this opportunity
The Illinois State Police is requesting bids on DNA buccal swab collection kits for statewide distribution to approximately 300 approved facilities under IFB 27-493ISP-FOREN-B-52569, with bids due September 29, 2026. The procurement is subject to Illinois Business Enterprise Program (BEP) supplier diversity requirements, with aspirational goals of not less than 30% of total contract dollar amounts awarded to BEP-certified minority-owned, women-owned, or disability-owned businesses; bidders must submit a completed BEP Utilization Plan as part of their bid or risk non-responsiveness.
The scope requires fully assembled kits supplied on an as-needed basis with a minimum order quantity of 25 units per shipment. Historical annual purchases range between 30,000 and 35,000 kits. Each kit must contain specified components including a durable plastic package, pre-printed return envelope, collection forms, sterile swabs with five-year expiration dates, fingerprint sheets, biohazard gloves, bar code labels, and FDA inserts, meeting detailed dimensional and material specifications outlined in Attachment A and the Q&A amendment. Upon receipt of the initial order, the vendor must submit proof copies of printed materials for approval within 30 days and have kits available for distribution within 45 days. Subsequent orders must be fulfilled within 30 calendar days of receipt. The vendor must provide weekly electronic inventory reports and submit shipping release copies upon request. All transportation and shipping costs are the vendor's responsibility.
The contract has an initial six-year term with a maximum total duration not to exceed ten years. Pricing is firm for the initial term. The vendor must maintain General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, plus Auto Liability and Workers' Compensation as required by law. Bids must remain firm for 90 days from opening. Bidders claiming domestic product preference must affirmatively declare that kits are manufactured in the United States. All bids must be submitted electronically through BidBuy and must include required vendor disclosures, an Offer to the State of Illinois, and applicable BEP or Veterans Small Business Program utilization plans.
