About this opportunity
The Texas Department of Family and Protective Services (DFPS) is seeking to contract with a licensed Child Placing Agency to provide Interstate Compact on the Placement of Children (ICPC) Home Assessment and Supervision Services. The selected contractor will be responsible for conducting initial assessments and home studies for foster, adoptive, and dual licensed homes, as well as monitoring foster and/or adoptive placements of children whose home state is outside of Texas. Services will be provided in DFPS Regions 6 and 7, and the anticipated contract term is one year with two optional one-year renewal terms. Payment for services will be on a cost reimbursement basis only, and DFPS does not guarantee any minimum level of utilization or funding. Respondents must meet minimum qualifications, including holding a valid Child-Placing Agency license and demonstrating at least three years of experience providing adoption and foster care services to DFPS children and families.
The RFP includes a requirement for respondents to submit a HUB Subcontracting Plan, indicating their intent to utilize Historically Underutilized Businesses (HUBs) in the performance of the contract. However, the RFP does not mention any specific set-aside designations or restrictions on the types of organizations that can respond, nor does it identify an incumbent vendor or current contractor for these services. The total contract value is not specified, but the funding will come from Medicaid and CHIP administrative funds.
