About this opportunity

The Utah Department of Veterans and Military Affairs (through the Division of Facilities Construction and Management) is soliciting bids for Stage II of a multistage construction process for a new veterans memorial cemetery in Washington Terrace, Utah, with bids due September 3, 2026. Only contractors short-listed during the Stage I Request for Proposals process are eligible to bid; three contractors received bids (CTI Companies LLC at $12,443,777, Hughes General Contractors, Inc. at $21,879,351, and Silverleaf Partners, LLC at $14,610,000).

The project encompasses site improvements, utility infrastructure, hardscape, irrigation and landscaping installation, and building construction. The construction cost estimate is $12 million (updated to $13.8 million per Addendum 3). Substantial completion is required by October 31, 2027, with liquidated damages of $1,000 per day for delays.

Bidders must submit a 5% bid bond on AIA Document A310-2010 form from a Treasury Circular 570-listed surety and acknowledge receipt of all addenda (Addendum 1 through Addendum 4, issued August 18–31, 2026) with their bid. Addendum 4 clarified storm drain infrastructure; Addendum 3 updated the cost estimate, confirmed geopiers (not helical piers) are required for ground improvement, specified 14 oversized and 486 standard burial crypts, and confirmed Davis-Bacon prevailing wages and Buy America Build America compliance apply. Contractors must obtain a Health Insurance Statement of Compliance Form certifying qualified health insurance coverage for eligible employees before notice to proceed. Performance and payment bonds equal to 100% of contract sum on AIA Document A312-2010 forms are due within ten business days of contract execution.

Subcontractors with bid amounts of $35,000 or more must be listed within 24 hours of bid opening, including license number and work type; all must hold required Utah Department of Professional Licensing licenses. The DFCM Director may disqualify bids failing subcontractor list requirements or withhold award if proposed subcontractors are unqualified.

Final questions are due August 25, 2026. Subcontractors list submissions are due by September 4, 2026. Approved plans, specifications, structural calculations, and a geotechnical report (including CPT data) are available through the U3P procurement portal.
