About this file
This is Addendum #3 to the construction bid documents for the Northern Utah Veterans Cemetery project, issued by the Utah Division of Facilities Construction and Management (DFCM) on August 27, 2026. The project, identified as DFCM Project #26360490 with Federal Aid Identifier UT-19-05, involves construction of a new veterans memorial cemetery in Washington Terrace, Utah. Work scope includes site improvements, utility infrastructure, hardscape, irrigation, landscaping installation, and building construction. The addendum addresses contractor questions and clarifications regarding project specifications, materials, and responsibilities. Key clarifications include confirmation that geopiers are required for ground improvement and support (helical piers are not acceptable alternatives); internal winches are required for flagpoles (not external halyards); the July 15, 2026 CMT geotechnical report supersedes previous versions; DFCM will contract independently for geotechnical observations, density testing, and special inspections; 14 oversized and 486 standard burial crypts comprise the 500-crypt total; and the contractor is responsible for 50-foot and 40-foot flagpole installation with all associated components. The addendum confirms the project requires Davis Bacon prevailing wages, certified payroll, and compliance with Buy America Build America provisions. Bidders must acknowledge receipt of the addendum with their bid submission.
The construction cost estimate has been updated from $12,000,000 to $13,800,000. Contractors must submit separate bid line items for pre-placed lawn crypt manufacture and delivery (funded from a different source) and a $25,000 allowance for spring water mitigation at the maintenance yard. Revised mechanical, plumbing, and architectural sheets (PB101, PB601, AB171, and AC601) are included addressing mop sink configurations, plumbing fixture schedules, roof fence installations for vent protection, and updated wall details with air barriers and high-temperature ice and water barriers. Additional deliverables include CPT geotechnical data files in CSV format (CPT-1, CPT-2, CPT-3) and a detailed bid schedule required by the VCGP Grant for processing. DFCM retains responsibility for utility permitting and connection fees, while contractors are responsible for SWPPP and fugitive dust permits and related fees. The most recent APWA Utah Chapter 2026 Edition applies to the bid and construction, except for work in public rights-of-way or utility easements, which must comply with applicable jurisdiction requirements.

Description / Remarks:
Bidding Addendum
Contractor Questions/Responses:
Question: CPT Data - There are several CPT soundings in the available geotechnical report. Can you please provide the electronic CPT data for these soundings? This will help to analyze for liquefaction.
Answer: Geotechnical Engineer has provided CPT Data. It will be provided as part of this addendum as .CSV files and includes CPT-1.csv, CPT-2.csv, and CPT-3.csv files.
Question: Would helical piers be an acceptable alternative to the geopiers?
Answer: No, the geopiers are for ground improvement as well as support.
Question: The drawings (Product & Material) call out for the ESR, which is an external halyard. However, the specifications (2.3 part B) call out for an internal winch. These systems are priced very differently.
Which system does the owner want?
Answer: Internal Winch is required. 40’ Tall Flagpole model is IWM40D82-AA; 50’ Flagpole Model # is IWM50D13-AA. Specification section 107500 2.1.B.3 is revised as Follows: “Outside Diameter of Butt: 10 inches for 50 foot pole; 8 inches for 40 foot pole.”
Question: For bid bond, who is actual owner of the project, state or government Answer: Utah Division of Facilities and Construction Management
Question: Please confirm that the July 15, 2026 CMT geotechnical report supersedes the June 10 report referenced by the structural documents.
Answer: Yes, the July 15, 2026 CMT Geotechnical Report included with the Technical Specifications supersedes the June 10 report referenced by the structural documents. We can also confirm that the updated report does not require any updates to the structural documents.
Question: Please clarify responsibility and payment for geotechnical observation, density testing, special inspections, and CMT services. Some documents indicate this is an owner-provided inspection, while others direct the contractor to employ geotechnical personnel.
Answer: DFCM will contract with independent firm(s) to provide required geotechnical observations, density testing and special inspections.
Question: Please confirm the number of standard versus oversized burial crypts and whether the oversized crypts are included within the total quantity of 500.
Answer: 14 Oversized, 486 standard size for a total of 500 crypts. See LB-403 Burial Layout – Burial Section B Enlargement.
Question: Please confirm delivery schedule, location, unloading procedures, storage responsibility, inspection protocol, and damage / replacement responsibility for government-furnished niche covers and memorial plaques.
Answer: Niche Covers and Memorial Wall Plaques will be ordered by Utah Department of Veterans and Memorial Affairs 60-90 days prior to time covers/plaques will be needed on the site. Contractor will need to coordinate with Design Team, DFCM, and Utah DVMA for proper timing of ordering. Contractor will be responsible to assist with unloading niche cover/memorial wall plaques and shall visually inspect niche covers/memorial plaques upon delivery for evidence of damage but complete inspection of all plaques may not be possible due to stacking/palletization. Contractor will also need to safely store niche covers/memorial wall plaques until installation. Damage to niche covers/memorial wall plaques caused by contractor or contractor’s negligence will be the contractors responsibility.
Question: The documents mention that the flagpole is government furnished / government installed.
Please confirm whether the government will also provide / install the foundation, sleeve, erection, electrical / grounding, hardware, and accessories for the flagpole.
Answer: There are multiple flagpoles on the project. A 50’ Flagpole, two 40’ flagpoles, and the “Avenue of Flags – Flag Pole Base, which notates that the T20 Flagpole is provided by owner. Contractor is responsible to furnish and install the 50’ flagpole and 40’ flagpoles and all necessary foundation, sleeve, erection, electrical/grounding, hardware, and accessories for the flagpole as called out and detailed in the plans and specifications. The “Avenue of Flags – Flag Pole Bases” requires the contractor to install the flagpole base, sleeve, filler sleeve, etc. as called out in detail 6/LM502 with the T20 flagpoles to be provided by owner.
Question: Please clarify permit and fee responsibility, including local permits, utility / impact fees, fugitive-dust permits, and SWPPP-related fees.
Answer: DFCM is already working on permitting and connections for the utilities. Contractor will have some coordination with DFCM for permitting but DFCM will pay for utility connections and utility permit/impact fees. Required SWPPP and Fugitive Dust Permits and Fees will be the responsibility of the contractor.
Question: Please confirm the exact APWA edition applicable to the bid and construction.
Answer: The most recent edition published by the APWA Utah Chapter is the 2026 Edition. The 2026 Edition is applicable to the bid and construction, with the exception of work within public right-of-way or utility easements, in which you will need to comply with the requirements of the jurisdiction having authority.
Question: Please correct or confirm the inconsistent federal project identifier UT-16-05 versus UT-19-05.
Answer: Correct FAI # is UT-19-05. The UT-16-05 number on the Specifications Cover is a typographical error.
Question: Can you confirm that this project will require prevailing wages?
Answer: Yes, this project is subject to the requirements of Davis Bacon and will require prevailing wages and certified payroll as required.
Question: Can you confirm that this project will be a Buy America Build America?
Answer: Yes, this project will need to comply with the provision of Buy America Build America.
Contract Document Clarifications/Revisions:
Bid Schedule w/ Additional Detail: The VCGP Grant Requires additional detail of bidding amounts for Grant Applications and processing. As such, in addition to providing your bid amounts in the required locations on Bonfire/U3P, contractor shall fill out and submit the attached “DFCM Project #26360490 – Northern Utah Veterans Cemetery Bid Schedule.”
Construction Cost Estimate: The bid solicitation listed the Construction Cost Estimate as $12,000,000. The final total Construction Cost Estimate is $13,800,000.
Preplaced Lawn Crypts Bid Amount: The cost to supply and deliver the Pre-Placed Lawn Crypts is funded from a different funding source. Contractor shall provide a separate Bid Line Item for the Manufacture and Delivery of Pre-Placed Lawn Crypts.
$25,000 Allowance for Spring Water Mitigation at Maintenance Yard: The contractor shall include a $25,000 allowance in their bid to address mitigation of spring water near the location of the new Landscape Material Bins and Fuel Tanks. The Contractor will be required to include this allowance as a separate line item on their schedule of values for easy tracking during construction. The recent fire on the site exposed a manhole that was previously unknown. It is located right at the base of an existing tree that is to be removed as part of construction. The manhole contains some existing corrugated drain piping that appears to convey water from a spring source located upslope. Existing conditions and the presence, source, and extent of groundwater/spring water have not been verified.
No construction activities impacting this area shall commence until a field investigation has been completed and reviewed by the owner and engineer. The field investigation shall be coordinated with the owner and engineer and shall include, at a minimum, potholing and verifying the location, elevation, size, material, condition, and connectivity of all pipes entering and exiting the manhole, as well as documenting any observed groundwater or spring water conditions.
Following review of the field investigation results, the engineer will determine and provide direction for required mitigation measures. No work associated with this area shall proceed until the required mitigation measures have been identified and approved.
