About this opportunity

The State of Utah Division of Facilities Construction and Management (DFCM) is requesting bids for mechanical construction services to install new AC split systems in each wing of the Utah State Hospital Forensics Building in Provo under Stage II Invitation to Bid Project #27139420, with bids due October 27, 2026 at 3:00 PM and mandatory attendance at a bidders' meeting on October 8, 2026 at 1:00 PM. This solicitation is restricted to contractors currently prequalified under DFCM's Stage I Prequalification for Contractors program and listed on the DFCM Prequalified Contractors list as of the solicitation date — a decisive eligibility filter.

The scope encompasses installation of eight Mitsubishi split system units (one rooftop outdoor unit and two indoor fan coil units per system) with mechanical specifications including refrigerant piping connections, condensate drainage systems (Type M copper tubing with elastomeric insulation), ductwork modifications, security-grade tamper-proof ceiling diffusers, and rooftop galvanized-steel equipment mounting platforms with no roof-membrane welding permitted. All outdoor refrigerant piping must be jacketed with aluminum embossed covering. Work must comply with 2024 International Building Code, International Mechanical Code, International Energy Code, and Utah Boiler and Pressure Vessel Rules. The hazmat survey identified lead-containing paint on two surfaces; contractors must coordinate abatement prior to renovation work. All welders must hold ASME Boiler and Pressure Vessel Code Section IX certification. Contractor responsibilities include system startup and checkout by authorized equipment representatives, a minimum 30-day test run, and four 8-hour training sessions for owner representatives. A one-year guarantee from substantial completion date is required.

The construction cost estimate is $200,000 with a substantial completion date of May 15, 2027. Liquidated damages are assessed at $200 per day beyond the substantial completion date. Bidders must submit a 5% bid bond on AIA Document A310-2010 and, upon award, performance and payment bonds equal to 100% of contract sum within ten business days. Subcontractor lists for all first-tier subcontractors with bids of $20,000 or more must be submitted within 24 hours of bid opening. Questions are due October 13, 2026 at 3:00 PM.
