About this opportunity
The State of Utah Division of Facilities Construction and Management (DFCM) is requesting bids on removal and replacement of a direct buried steam condensate line, asphalt paving, curbing, gutter installation, and sod repair at the Utah State Developmental Center in American Fork under Stage II Invitation to Bid for Project #27338410, with bids due August 25, 2026 at 3:00 p.m. This procurement is restricted to contractors currently prequalified under DFCM's Stage I Prequalification for Contractors process and listed on the DFCM Prequalified Contractors list as of the solicitation date — a mandatory eligibility filter.
The scope includes removing and replacing a 4-inch direct buried condensate line between two concrete vaults with new Schedule 80 ASTM A-106 seamless domestic pipe, achieving 1/8 inch per foot slope, and installing factory pre-insulated piping with field-wrapped insulation (Owen Cornings foamglas, calcium silicate, and mineral-fiber materials). All welding must comply with ASME Boiler and Pressure Vessel Code Section IX; hydrostatic testing at 1.5 times normal operating pressure is required before backfill. New asphalt paving shall meet UDOT standards; new concrete curbing, gutters, and sod repair are included. Work is performed at the facility with occupancy maintained throughout construction during normal business hours, 8:00 a.m. to 5:00 p.m., Monday through Friday. All on-site workers must obtain BCI background checks and sign HIPAA agreements prior to work start. The contractor must provide 72 hours' notice to the Owner for activities affecting operations and three days' advance notice for utility interruptions.
The construction cost estimate is $490,000. The contract runs to substantial completion on April 23, 2027, with liquidated damages of $500 per day. A mandatory pre-bid meeting is scheduled for August 10, 2026 at 12:30 p.m. in American Fork. Questions are due August 13, 2026; addenda deadline is August 18, 2026. Site visits are required prior to bid submission. All bids require a 5% bid bond on AIA Document A310-2010 form or equivalent. Subcontractor lists naming all first-tier subcontractors with bid amounts of $20,000 or more are due within 24 hours of bid opening. Award goes to the lowest responsive and responsible bid. Performance ratings of 4.0 or greater are required for contractors to maintain prequalified status on future DFCM projects.
