About this opportunity
The State of Utah Division of Facilities Construction and Management (DFCM) is requesting bids for pre-demolition abatement of seven buildings at 2100 S Properties (Project #23413030) under Stage II Invitation to Bid, with bids due July 20, 2026. This solicitation is restricted to contractors prequalified under DFCM's Stage I Prequalification for Contractors and currently listed on the DFCM Prequalified Contractors list as of the solicitation date — only eligible prequalified contractors may submit bids.
The scope addresses asbestos, lead, and hazardous materials abatement across buildings located at 815–819 East 2100 South and 2023–2029 South 800 East in Salt Lake City, including removal of vermiculite and other regulated materials from multiple structures. Work includes Division 02 Site Work sections for hazardous material and asbestos abatement. The anticipated start date is November 1, 2026, with substantial completion by January 31, 2027.
The construction cost estimate is $200,000. Bidders must submit a base bid along with a 59-line unit cost sheet covering unforeseen asbestos-containing materials, fluorescent ballasts, PCB materials, refrigerants, electronic waste, and other hazardous building components to account for variations discovered during the pre-demolition phase.
The three lowest bidders and any other bidders desiring consideration must submit a subcontractors list to DFCM within 24 hours of bid opening, including all first-tier subcontractors with bids of $20,000 or more, along with each subcontractor's name, bid amount, and license number as issued by the Department of Professional Licensing. Failure to submit a properly completed subcontractors list constitutes grounds for bid rejection and potential action against the bid bond. Subcontractor changes after bid opening require written Director approval and must benefit the State. The health insurance compliance requirement does not apply due to contract value being below the $2,000,000 threshold. Standard DFCM General Conditions govern the contract, including CPM scheduling, insurance, bonding, and claims procedures.
