About this opportunity
The State of Utah Division of Facilities Construction and Management (DFCM) is requesting bids for general maintenance and exterior finish updates at the Department of Natural Resources' Hardware Ranch Visitor Center in Hyrum, Utah under Stage II prequalified general contractor invitation, with bids due October 15, 2026 at 3:00 PM and a mandatory pre-bid meeting on October 1, 2026 at 1:00 PM. Only contractors prequalified under DFCM's Stage I Request for Statement of Qualifications and currently listed on the DFCM Prequalified Contractors list as of the solicitation date are eligible to bid; failure to attend the mandatory pre-bid meeting results in disqualification.
Scope includes exterior siding replacement, interior framing and gypsum replacement, flooring replacement, electrical upgrades and lighting, and minor HVAC improvements. An additive alternate covers carpet demolition, floor grinding and floating with self-leveler, and carpet installation in the museum area. Work must comply with approved plans and specifications addressing precast architectural concrete, masonry, metals, wood composites, thermal and moisture protection, openings, finishes, low-voltage electrical systems, and communications infrastructure. Lead-based paint and asbestos surveys identify minimal concerns—all painted surfaces test at non-detectable levels except off-white ceramic tiles in restroom areas at 0.1 mg/cm² (below HUD threshold), and Regulated Asbestos-Containing Material in men's restroom ceiling texture (approximately 250 square feet at 2% Chrysotile). Contractors must comply with HUD, OSHA, and EPA lead and asbestos handling requirements and obtain fugitive dust permits from Utah Division of Air Quality and SWPPP requirements from Utah Department of Environmental Quality.
The construction cost estimate is $500,000. Substantial completion is required by May 30, 2027, with liquidated damages assessed at $500 per day. A bid bond equal to 5% of the bid amount is required on AIA Document A310-2010 or equivalent. Questions are due October 6, 2026 at 3:00 PM; addenda are issued by October 8, 2026 at 3:00 PM. Subcontractor lists (identifying all first-tier subcontractors with bid amounts of $35,000 or more) are due October 16, 2026 at 3:00 PM via email. The contract is awarded to the lowest responsive and responsible bidder. Upon completion, DFCM issues a performance rating that may affect the contractor's prequalified status; contractors must maintain an overall rating of 4.0 or greater to retain prequalification eligibility.
