About this opportunity

The State of Utah Division of Facilities Construction and Management (DFCM) is issuing an invitational low-bid solicitation for parking lot replacement construction services at the Department of Alcoholic Beverage Services Vernal Store #28 (Project #26220030). The scope of work includes removal and replacement of parking lot asphalt pavement, excavation and removal of existing base and subbase materials to 10 inches below finish grade with regrading to improve drainage to the storm drain collection system, placement of 4 inches of bituminous concrete mix over 6 inches of new aggregate base course, adjustment of valve boxes and storm drain sump manhole grates to finish grade with installation of concrete collars, and parking lot re-striping. Qualified contractors must comply with Utah state licensure requirements, demonstrate that neither they nor their principals have been debarred or suspended from government contracts, and certify that no products to be supplied are forced labor products or from restricted foreign entities. The mandatory pre-bid meeting is scheduled for Wednesday, February 11, 2026, at 10:00 AM at the project site in Vernal, Utah, with attendance required for bid eligibility. The questions deadline is Tuesday, February 17, 2026, at 3:00 PM, bid submissions are due Tuesday, February 24, 2026, at 3:00 PM, and subcontractor lists are due Wednesday, February 25, 2026, at 3:00 PM. Evaluation will be conducted on a lowest responsive and responsible bid basis, with substantial completion required by June 5, 2026, and liquidated damages assessed at $100 per day for delays.

This is an invitational procurement restricted to four pre-selected contractors only: Andersen Asphalt (Cade Andersen), Miller Paving (Jamen Porter), Post Asphalt & Construction (Jeff Post), and Preferred Paving (Chase Collard). No other organizations are permitted to submit bids, as this is not an open competitive solicitation. Bidding contractors must submit a 5% bid bond on the AIA Document A310-2010 Bid Bond form or equivalent, and upon contract award, the selected contractor must provide 100% performance and payment bonds on the AIA Document A312-2010 forms within ten business days of contract receipt. The construction cost estimate is $105,000.00, which serves as the project budget ceiling. The contract will be issued in the form of a Short Form Construction Contract based on DFCM standard documents. All work must comply with the 2025 Edition of the APWA Manual of Standard Specifications and reference technical requirements across multiple divisions, including specifications for concrete strength (4000 psi minimum), bituminous concrete mix design compliance with performance-graded asphalt binder standards, and compaction requirements (95 percent minimum relative density), with acceptance criteria tied to pay factor adjustments for deviations from specifications.
