About this opportunity

The City of Cooper City, Florida is soliciting qualifications for the design, construction, and financing of a public-use facility on a city-owned parcel on South Pine Island Road (Folio No. 514104030023), with proposals due November 2, 2026 at 3:00 p.m. EST and a pre-proposal meeting scheduled for September 29, 2026 at 10:00 a.m. via Zoom.

The approximately five-acre vacant property is zoned PMUD (Planned Mixed Use) with a current assessed value of $2.24 million. Unlike conventional procurements, the City invites creative, market-driven proposals for uses that serve a public purpose and advance strategic goals including publicly accessible civic, cultural, or recreational amenities; diversified long-term revenue sources; and architecturally distinctive developments. Proposers bear responsibility for comprehensive due diligence, site inspections, and obtaining all necessary approvals and permits at their own expense. The City makes no representations regarding property conditions, suitability for proposed uses, or tax consequences.

Evaluation occurs in two phases: Phase I (maximum 1,000 points) assesses firm qualifications, project understanding, design quality, and delivery schedule; Phase II (maximum 500 points) evaluates financial capacity and value to the City. The City Commission will determine which proposals advance to Phase II and reserves the right to negotiate terms, reject proposed uses, or pursue discussions with multiple proposers. The evaluation timeline includes shortlisting by November 23, 2026, oral presentations on December 2, 2026, and anticipated City Commission award by December 8, 2026.

Proposals must be submitted electronically through the OpenGov Procurement Portal. Compliance requirements include Public Entity Crimes compliance, E-Verify, drug-free workplace certification, insurance (Commercial General Liability $1 million per occurrence / $2 million aggregate, Business Automobile Liability $1 million combined single limit, Professional Liability $1 million per claim / $2 million aggregate where applicable), and certifications regarding debarment, foreign countries of concern, human trafficking, Israel boycotts, and Iran/Syria business operations. Contractor due diligence disclosure is required for contracts exceeding $1 million. All proposal preparation costs are the proposer's responsibility.
